WASHINGTON, D.C. – Today, Senator Rick Scott introduced the No Relief for Allies of Dictators Act of 2023 to revoke current visas and restrict the issuance of new visas for individuals who support the totalitarian regimes of Cuba, Venezuela, Nicaragua and Bolivia. Under this bill, visa restrictions would be levied on any current or former officials of the Hugo Chávez or Nicolás Maduro regime in Venezuela, current or former officials of the Fidel Castro, Raúl Castro, or Miguel Díaz-Canel regimes in Cuba, those supporting Daniel Ortega and any Sandinista party members in Nicaragua, and Evo Morales in Bolivia, or any foreign persons acting on the behalf of such regimes.

Senator Rick Scott said, “Ruthless dictators across Latin America have destroyed millions of lives simply to hold onto power. Their illegitimate regimes are an insult to democracy and strip freedom from millions through brutal oppression. America can show no tolerance for these evil leaders or the thugs who carry out their wishes. My No Relief for Allies of Dictators Act will ensure that these evil individuals do not come to our country to live the high life while their citizens back home are in misery. This is not just important in terms of supporting freedom and democracy in Latin America, it is essential to protecting the national security of the United States.”

No Relief for Allies of Dictators Act of 2023 includes:

• Revoking current visas, and restrict the issuance of new visas for individuals who support the totalitarian regimes of Cuba, Venezuela, Nicaragua and Bolivia.
• Targeting U.S. visa holders living within the United States and those seeking U.S. visas abroad who commit or have committed human rights violations, threatened or carried out acts that undermined the sovereignty of the Cuban, Venezuelan, Nicaraguan and Bolivian people.
• Visa restrictions would be levied on any current or former officials of the Hugo Chávez or Nicolás Maduro regime in Venezuela, current or former officials of the Fidel Castro, Raúl Castro, or Miguel Díaz-Canel regimes in Cuba, those supporting Daniel Ortega and any Sandinista party members in Nicaragua, and Evo Morales in Bolivia, or any foreign persons acting on the behalf of such regimes or parties.
• Visa restrictions on spouses and children of foreign officials that support these regimes.
• Visa restrictions on foreign officials visiting United Nations Headquarters General Assembly, as determined by the Secretary of State and Director of National Intelligence on a case-by-case basis.
